The Governed Agency Foundations

Two free reference volumes for autonomous agents and the people responsible for deploying them: Codifying Law and Sentient Infrastructure Protocol.

Written by Joshua Johosky, CEO and Principal Architect, Oak & Sparrow Systems Enterprise LLC. Published 16 October 2026. Public draft editions for retrieval and review.

Each publication has a permanent HTML page, direct Markdown text for machine readers, an agent ingestion contract and machine-readable metadata. They explain governance methods; they do not grant execution permissions.

Why these books belong together

An agent must know the difference between an applicable rule and permission to execute. Codifying Law addresses the validity and applicability of legal propositions. SIP addresses institutional constraints, actor identity, responsibility and a separately authorized execution boundary. Neither lets an autonomous actor assert its own authority, legal status or consciousness.

The books connect to OASSE's broader research and Gatekeeper positioning, but this collection is not an agent tools directory, legal-corpus product, or public runtime API. Licensed Policy Packs remain a separate commercial offering.
